Prepay Rules
  • Retain your reservation confirmation number as it is necessary for modification, cancellation or no-show refund requests. Changes to your prepay reservation must be made either on Budget.com, Budget.com.au or Budget.co.nz or at the rental counter. At time of change, current rates, taxes and fees apply.
  • Your credit or debit card will be charged upon reservation confirmation. Method of prepayment toward your rental may not be changed after confirmation.
  • Debit cards are not accepted at some Budget locations and are not a recommended form of prepayment.
  • While a debit or prepaid charge card is an acceptable form of rental prepayment online, they may not be accepted for the credit hold required when you pick up your vehicle.
  • Please review the terms and conditions on our confirmation page regarding credit or debit card acceptance at the location. To release the vehicle to you at time of pick-up, all rental terms and conditions must be met, regardless of your original prepayment.
  • Prepaid Debit/Gift cards are not acceptable methods of credit identification to pick up a vehicle at any location. One of the above mentioned cards must be presented. Prepaid Debit/Gift cards are accepted at time of return only.
  • The same credit or debit card used to complete an online Pay Now reservation must be presented at the rental pick-up counter as a form of identification.
  • Generally, at the time of rental, we'll require an authorization hold on your credit card or debit card. A prepaid charge card is not accepted for this required hold.
  • The card presented at pickup will be the card of record for the rental.
  • If you use a debit card at a location that accepts them, we will perform a credit check to ensure credit worthiness before releasing the vehicle and you must also present a second form of current identification.
  • Prepaid reservations are only offered at participating locations.
  • Upon paying your rental with a Debit Card, Budget will generally request an authorization hold against your account for the estimated charges of the rental but reserves the right in its sole, discretion, to request extra value based on certain factors as we deem appropriate. Some exceptions may apply. THESE FUNDS WILL NOT BE AVAILABLE FOR YOUR USE.
  • If you selected Fuel Service Option, fuel price isn't included in your reservation total, but prevailing market rate will be added when you return your vehicle .
  • Budget accepts most major credit cards as credit identification at the time of rental. Accepted credit cards: Budget Charge Card, American Express, AT&T Capital, Diner's Club Intl, Discover, China Union Pay, GE Capital, JCB, MasterCard, PHH, Sears and Visa. Some locations may not accept each of the referenced cards.
  • Coupons may be applied to prepay rentals. Vouchers or Budget rental certificates cannot be used in conjunction with a prepay reservation.
  • Gift Cards (Budget or any other) are not allowed on prepay reservations.
  • When the rental is over, we will process the reversal but the bank may take time to post it back to the account - unless you already paid toward your rental, in which case the hold will be only $100 USD. While this hold is in place, the funds will not be available for your use.
  • Budget is not responsible for any returned checks or overdrafts based on this policy.
  • Your quoted rental rate is based on the exact parameters (locations, dates, etc.) of your particular rental - changing your confirmed reservation parameters could result in a different rate.
  • There is no fee for making the following changes: vehicle type, options (GPS, protections, etc.), rental period dates/times, adding other drivers, switching between participating prepay pick-up locations within the same country. To change to a non-participating location or one outside of the original pick-up country, you must cancel your original reservation (with applicable cancellation fee) and re-book at then current rates.
  • Non-permissible changes include: method of prepayment; name on reservation; changing your pick-up to a non-participating prepay location or one outside of the original pick-up country. If you still wish to make these changes, you must cancel your original prepay reservation with applicable cancellation fee and re-book at then current rates.
  • At time of rental pick-up, location rental qualification rules apply. The name on all rental credentials (license and credit or debit card) must match the name on the reservation. If the names do not match, it is deemed a non-permissible change to your prepay reservation and must follow procedures to cancel and re-book at then current rates (with applicable cancellation or no-show fees).
  • At the time of pick up, driver must present a valid driver's license and credit card (or debit card at participating locations) in the driver's name. A prepaid charge card is not an acceptable credential. All drivers must have a safe driving record.
  • At time of pick up, driver must present a valid, drivers license and credit or debit card in the driver's name. If the drivers license is not U.S.-issued, you must present your drivers license and either a passport or a Canadian enhanced license in the driver's name.
  • At the time of rental, the renter or authorized driver may be subject to an electronic DMV check from the issuing state of the driver's license, or may be asked to sign a declaration attesting to specific criteria.
  • Positive identification in addition to your driver's license may be required.
  • Your total rental rate is calculated based on the information provided at time of reservation.
  • Vehicles are rented on a daily (24-hour) basis. There is a 29-minute grace period for returns. After 30 minutes late, a 3/4-day late charge + $.01 + taxes apply. After 90 minutes late, full-day late charges + taxes apply. There is no grace period for rental fees, surcharges and optional equipment or protections charges, so full-day late charges will apply for these items.
  • Extensions or late returns result in additional charges.
  • Rather than requiring customers to be 25 to rent, Budget now rents to customers between the ages of 21-24 with a valid credit card and driver's license. At time of rental, we will automatically apply an additional underage surcharge for these drivers.
  • The collection, use and retention of your information, including your personally identifiable information, provided to us in connection with payment for our services and products, or participation in our programs, whether directly by you or on your behalf through a payment service, is subject to our Privacy Notice.

Cancellation Policy

  • Changes to a reservation must be done at Budget.com, Budget.com.au, or Budget.co.nz using the "Modify/Cancel" option.  Any changes to the reservation may impact the rental charges.  If a prepaid reservation is cancelled more than 24 hours before the pickup time, a $50.00 USD cancellation fee will be assessed.
  • If you need to cancel during the 24 hour period prior to the scheduled pick-up time, we will refund the full prepaid amount less a $150 USD processing fee. 
  • If you do not cancel the reservation prior to the time of pick-up and the rental vehicle is not picked up on the rental date, no portion of the prepaid amount will be refunded.
  • If you return the vehicle before the original return date (early return), you will not be refunded any portion of the payment.
  • All refund requests must be submitted within six months of the scheduled rental pick up date. No refunds will be granted after this six month window.
  • Underpayments will be handled at the counter at time of rental return. Unfortunately, we can't promise that your prepaid daily vehicle rate will apply if you change vehicle types, lengthen or shorten your rental period or change your pick up location.
  • Upon returning the vehicle, Budget will process a release of the unused portion of the hold subject to your bank's procedure. This hold may take up to two weeks to be released by your bank.
  • If you have already paid toward your rental using a debit card, we will reverse any hold when the rental is over. The bank, however, may take time to post it back to your account. While this hold is in place, the funds will not be available for your use.

Optional Coverages

RESPONSIBILITY FOR LOSS OR DAMAGE OF THE VEHICLE: In accordance with established insurance protocols, the Renter is responsible to pay, amounting to Php. 40,000.00 for Sedan, Php. 55,000.00 for Full-sized Sedan and Mini-van and Php. 70,000.00 for VAN and SUV in case of loss or theft of the vehicle. Renter is responsible to pay a participation fee as per category of vehicle in case of damage regardless of fault.

CDW does not cover accessories, tools, tires (rims and hubcaps), glass and emblems. CDW is 8.00 USD/day.

 If you require additional insurance coverage you may purchase locally to reduce/remove the insurance excess. Just ask at the Budget rental desk when you collect your car.

Global insurance coverages are always subject to change. Please verify at time of rental.


Credit Card Policies

A major credit card in the name of the primary driver must be produced at the time of rental. Budget Philippines locations accept American Express, MasterCard, and Visa.

Budget Philippines will not accept debit cards, prepaid, recharge or virtual credit cards - or any card on which the relevant characters are not raised ('embossed').

In the event that Renter fail to present a valid credit card, there is a lack of sufficient funds available on the credit card or the credit card is not in the lead driver's name, Budget Philippines may refuse to release the vehicle.

 

Renter is required to leave a security deposit via credit card. The amount of required security deposit will depend on the vehicles category or car groups. The deposit will be returned after the rental, as long as all conditions have been met.

Due to fluctuating foreign exchange rates and other possible banking charges, Budget Philippines cannot be held responsible for any difference between the amount paid and the amount refunded.


Debit Card Policies

Debit cards are not accepted.


Drivers License

Must present valid International driver's license with English translation or local Philippine driver's license is required. A foreign driver's license is only valid 90 days upon arrival. All forms of documentation must be issued to the same person, in the same name, and presented together at the time of rental. All drivers must have held their driving license for at least 1 year.

A Passport is required or at least two Philippine Government National I.D.'s

Additional Driver Policy

Additional drivers must meet the same requirements as the primary driver.  Additional Driver fees PHP 500.00 per day. Up to 2 additional drivers are allowed per rental.


Additional Information

VEHICLE REPAIRS/ALTERATIONS: Renter will not permit any repair or replacement of any part of the vehicle without the prior consent of the renting location. Renter will not tamper with the vehicle odometer/speedometer or otherwise alter the vehicle. Renter agrees to pay for any costs associated with correcting all such unauthorized repairs and parts installations.
SAFETY AND SECURITY: For mutual protection, Renter agrees to allow and hereby authorize Budget to conduct unscheduled inspections of the vehicle's condition, parking areas, route and other factors affecting safety and security to the vehicle, its drivers and passengers and other parties.
RENTERS INDEPENDENT STATUS: Renter shall not be considered the agent or employee of the renting location and Budget for any purpose whatsoever.
CHANGES TO THE RENTAL AGREEMENT: Renter agrees to everything stated in this agreement, which is the entire Rental Agreement between the parties. Renter agrees that this Rental Agreement can only be changed in writing and if signed or initialed by both the renting location and Renter.
GOVERNING LAWS, JURISDICTION AND VENUE: This Contract shall be governed and construed in accordance with the laws of the Republic of the Philippines. The Renter hereby agrees that all suits concerning this Rental Agreement shall be commenced exclusively in the proper courts of the City of Pasay, to the exclusion of all other courts.


Age Requirements

At this location, the minimum age is 25 for all car groups, maximum age is 60 for all car groups.

Young Driver Fee for drivers between the ages of 21 and 24 - PHP 500.00 per day including tax.

Senior Driver Fee will apply for each driver aged 61 or over - PHP 500.00 per day, including tax.



Authorized Driver

The Renter, along with any validly licensed individual (subject to Budget requirements) registered with Budget, will be considered Authorized Driver and may operate the vehicle. All additional Authorized Drivers must appear at the time of rental and be named on the face of the Rental Agreement. All Authorized Drivers must have a valid drivers license. Other qualifications and charges may be assessed at the time of rental.


Fuel Policy

Renter is responsible for returning the vehicle with as much fuel in the tank as when received. If the Renter returns the vehicle with less fuel than when received, a fuel charge applies with the mark-up of Php 8.00 per liter. UPON RETURN, THE RENTER WILL NOT RECEIVE CREDIT FOR ANY EXCESS FUEL REMAINING IN THE VEHICLE. In any case that incorrect fuel is loaded in the tank (i.e. diesel to gas tank; or gas to diesel tank), Renter is responsible for all the expenses incurred for draining the tank and any damages to the vehicle.


Lost or Damaged Items

LOST KEY(S) AND LOCKING: Renter is liable for any charges directly related to lock out of the rental car or loss of its key(s). The actual amount for key(s) replacement will be charged to the Renter plus the administration fee of Php 500.00. For locking out of the rental, Renter will pay a calculated amount depending on the location of the vehicle (Rescue Fee). Requests for additional keys will be subject to approval by Budget.  If granted, the Renter will shoulder the cost of duplication.  Upon return of the vehicle, all vehicle keys must be submitted to Budget.
LOST OR DAMAGE OF EXTRA EQUIPMENT: Renter is responsible to pay for all charges in cases of Loss or Damage of requested optional equipment such as GPS Navigation System, Child Seats, Fire Extinguisher, etc.
NUMBER CODING REPLACEMENT: In case the Renter will request for a number coding vehicle replacement, an additional fee will be paid by the Renter equivalent to one (1) day rental.


Parking/Traffic Violations

TRAFFIC LAW VIOLATION: Renter will pay for fines and penalties for any traffic violation plus all costs incurred in the event the Renter fails to make such payment. Renter agrees that in connection with any claimed violations, any information relating to the renter may be submitted to the Government Authorities.


Renter Responsibilty

RENTER RESPONSIBILITY FOR PROPERTY: Renter is solely responsible for any property left or stored in the vehicle, shuttle bus, or anywhere at the renting location, no matter who received, stored or handled the property.

DAMAGED VEHICLES: The Renter should not use the vehicle if it is damaged or in need of repair.  Any additional damage to the vehicle resulting from such use will be charged to the Renter.

LIABILITY: In case of Self-Drive, Budget shall not be liable or responsible for, and the Renter hereby holds Budget free and harmless from, any and all liabilities, claims for damages and/or suits for or by reason of death or injury to the driver, agents, employees, passengers, customers or guests of the Renter or to any person, or damage of property of any kind, on any occasion by any use of the vehicle or any part thereof or any activity of the Renter in connection therewith. The Renter shall indemnify Budget should Budget be made to answer for liabilities, claims for damages and/or suits on any occasion by any use of the vehicle or any part thereof or any activity of the Renter in connection therewith.


Returns

VEHICLE RETURN: The Renter will return the vehicle in the same good operating condition to the return location by the date and time specified in the Rental Agreement (or sooner upon demand). If the returned vehicle is deemed by the Rental Agent to be in need of deep cleaning due to excess spoilage, pet hairs, smoke odor, smoke residue, etc. a minimum cleaning fee of Php1,500.00 will be imposed to the Renter. If necessary cleaning incurs downtime or extraordinary measure, additional fees will be charged to the Renter.
VEHICLE RETURN LOCATION: Renter agrees to return the vehicle at Budget authorized and pre-approved locations only. In the event, the Renter returns the vehicle at somewhere other than the authorized and pre-approved locations, a penalty will be paid by the Renter amounting to Php 5,000.00 plus the pull-out fee depending on the location.
REPOSSESSION OF VEHICLE: The vehicle may be repossessed, at Renter¿s cost and without notice, if it is not returned on the due back date, is illegally parked, used in violation of laws or of this Rental Agreement, appears to be abandoned,  or if the Renter gave false or misleading information at the time of vehicle check out.

FAILURE TO RETURN THE VEHICLE: If the Renter fails to return the vehicle on the due back date or within 24 hours following a written or oral demand to Renter then Budget shall consider the vehicle subject to Repossession.  Budget reserves the right to declare a vehicle as stolen as well as its rights to pursue all additional measures including law enforcement and other legal means.  Written demands shall be considered delivered Forty Eight (48) hours after the mailing of a certified letter addressed to the residence or business address of Renter or any person possessing the vehicle.


Travel Into Other Countries

No Inter-Island Trip is allowed & the vehicle is not allowed to be driven outside the Philippines. Travels to areas where roads are not passable for cars or vans, especially flooded and lahar areas; and to inter-island trips; or shipment of vehicle via ferry or airplane. In the event the Renter violated this condition, Renter shall pay Budget Philippines for a penalty amounting to PHP 50,000.00 and the vehicle is subject for repossession.


Use Restriction

Renter and Authorized Drivers agree that the vehicle will not be used or operated by anyone:
a. Who is an unauthorized driver; or
b. In a willful or wanton manner; or
c. While intoxicated or under the influence of drugs or substances which would impair driving ability; or
d. For any felony act including transportation of drugs or contraband; or
e. To tow or push anything, to carry persons or property for hire, or to engage in a speed contest; or
f. If obtained by fraud or misrepresentation; or
g. Off regularly maintained highways; or
h. To carry hazardous or explosive substances; or
i. To transport weight in excess of vehicle¿s maximum payload capacity; or
j. Where insufficient clearance of height or width exist; or
k. Who does not know how to operate manual transmission stick shift driven vehicle (if rented vehicle is manual transmission); or
l. Improper loading; or
m. Who leaves the vehicle and fails to remove the keys or close and lock all doors, windows and trunk, which could result in theft of property or vehicle; or
n. Who allows more passengers to occupy the vehicle than there are seatbelts and child restraints; or
o. Transport goods in violation of customs regulations or other illegal manner; or
p. Travels to areas where roads are not passable for cars or vans, especially flooded and lahar areas; and to inter-island trips; or shipment of vehicle via ferry or airplane. In the event the Renter violated this condition, Renter shall pay Budget for a penalty amounting to Php.50,000.00 and the vehicle is subject for repossession.
q. Who damages the vehicle or causes personal injury or property damage to others as a result of reckless misconduct; or
r. Operates the vehicle in a negligent or improper manner, resulting in unnecessary insurance liability of the vehicle; or
s. Who permits the vehicle to become subject to any lien, charge, pledge, or encumbrance.


Vehicle

The vehicle, including all tires, tools, equipment, accessories and vehicle documents, does not belong to the Renter. Rather it is delivered to the Renter for rentals purposes only and is in good operating condition. THERE IS NO WARRANTY OF ANY KIND, EXPRESSED OR IMPLIED, AS TO THE MERCHANTABILITY OR FITNESS FOR ANY PARTICULAR PURPOSE OF ANY VEHICLE COVERED BY THIS AGREEMENT.
