Credit Card Policies

Budget accepted cards include; Visa, MasterCard and American Express. At the start of your rental, a physical credit and or a debit card must be presented.  Your card must show your name, signature and card number, with applicable logo. The cardholder must be the renter and present when collecting the vehicle.

Budget does not accept, bank cards worded cardholder, nor accepts prepaid or reloadable store value cards, travel money cards and EFTPOS cards. Budget also does not accept cards presented on phones/watches and doesn't allow contactless payment methods such as pay-wave.

At the end of the rental, some Budget locations will accept a prepaid or reloadable store value cards as a final form of payment.

Please Note: Credit card and or debit cards are subject to a card transaction fee of 2.53% for Visa and MasterCard and American Express 3.57% (including GST) at time of pick-up and payment.

Budget New Zealand may require a customer renting a vehicle to complete a Rental Qualification Form and provide additional identification as it deems necessary or appropriate or in accordance with applicable law. Please see Rental Qualification Policy.

Drivers License

The Driver must (i) hold a full, current and valid driving licence appropriate for the vehicle class while they are using the vehicle. (not being a learner’s, provisional or Pink licence) and (ii) have an International Driving Permit (IDP) or official translation (if licence is not in Roman alphabet).

New Zealand issued Pink licences will state the words Limited, Alcohol Interlock or Zero Alcohol Limit on them. Budget will not rent to a Pink licenced customer.
An International Driving Permit is not a stand alone document and this must be carried with your valid domestic driving licence for it to be valid.

Digital drivers licence from Australia are not accepted. You must present a physical (plastic) drivers licence.

Chinese licences are acceptable as long as they are also accompanied with a full English translation from an approved translator. This also includes a notary translation done in China.

All additional drivers must meet the same minimum age & drivers licence requirements as the main renter. Each Additional Driver may be charged a daily fee.

Cancellations

You may cancel your booking at any time by calling reservations or managing your booking online.

 

For Pay Now reservations, depending on when you cancel, you will be charged a cancellation or no-show fee.

  • If you need to cancel at least 24 hours prior to your scheduled pick-up time, you will be refunded the pre-paid amount less a cancellation fee of up to $86.25 NZD.
  • If you need to cancel within 24 hours prior to the scheduled pick-up time, you will be refunded the pre-paid amount less a cancellation fee of up to $172.50 NZD.
  • If the value of the reservation is less than the cancellation fee, you will not be charged any further amount and will not be entitled to any refund.
  • If you fail to cancel your reservation prior to the pick-up time and do not collect the vehicle on the pick-up date, a no show fee of the entire prepaid amount will be forfeited.
  • Amounts indicated above are inclusive of GST.
  • For 'Pay at Counter' reservations, no cancellation and or no show fee applies

 


Estimated Totals

Estimated Total includes base rate, taxes (GST) and surcharges. If a discount coupon has been used on your reservation the discounted value will also be calculated in the Estimated Total. Optional insurance coverages, GPS, Child Safety Seats, and one-way fees will also be calculated in the total, where applicable. Items such as credit/debit card transaction fees and petrol are not included in the Estimated Total.


Fuel Policy

To ensure a seamless start to your journey, our vehicles are rented with a full tank of fuel. It would be appreciated if the vehicle was also returned with a full tank, however if this is not possible, a refuelling charge will be applicable. The option of pre-paid fuel is on offer at select locations and the exact rate of the refuelling charge will be available upon vehicle collection. Electric Vehicles must be returned with at least 77% charge, or you'll incur a recharge fee.


Modifying Your Booking

  • You may change your booking (whether a Pay Now or Pay at Counter booking) any time before the day you are due to pick-up the vehicle by calling reservations or managing your booking online (if available). We will send you a revised booking confirmation email confirming your new booking details. For Pay Now reservations, the additional amount to be paid will be charged at time of rental pick up.
  • For Pay Now reservations, if you return the vehicle before the original return date (early return), you will not be refunded any portion of your payment. This does not detract from your rights as a consumer under applicable consumer protection legislation, including the New Zealand Consumer Law.
  • Modifying or returning your vehicle to a different location, changing the dates or the rental duration, will result in the reservation being recalculated at the new daily rates and any applicable one way fees or other charges may apply.

Multi Island Hires

Customers travelling between the North and South Islands are permitted to take Budget rental vehicles on the Inter-Island ferries across Cook Strait.

  • It is the customer's responsibility to book vehicle and passenger ferry tickets
  • A minimum hire period may apply
  • Rental can start and finish at any Budget location in NZ (subject to vehicle availability)

We recommend that our customers book the ferry crossing at their earliest convenience to secure the desired crossing date.

Pre-Authorisations

At the start of your rental, a pre-authorisation will be placed on your credit/debit card for the total estimated rental charges.
A pre-authorisation holds an amount of money on your credit/debit card. Once a pre-authorisation has been held, you will not be able to use that money. You must have sufficient funds to cover the total estimated rental charges and the card be in your name.
At the end of your rental, the final payment amount will be processed and if applicable, the unused portion of the pre-authorisation will be released. Depending on your bank, the money is usually released within 7-10 working days. Budget will not be held responsible for any overdraft fees.
Customers who prepay or who use the Pay Now option, an additional pre-authorisation of up to $200 at time of pick up will apply.

London Congestion Charge

Basic Details  - 10.00 UKL per day if if paid by midnight on day of travel or 12.00 UKL if paid by midnight the following day (VAT exempt) for vehicles within the zone described below. Vehicles are charged Monday-Friday, 0700 - 1800, except on Public Holidays. Once the fee has been paid, renters can enter or leave the Zone as many times as they desired on that day.

Zone - Bordered by the Inner Ring Road; i.e. Marylebone Rd, Euston Rd, Pentonville Rd, City Rd, Great Eastern St., Commercial St., Tower Bridge Rd., New Kent Rd., Kennington Lane, Vauxhall Bridge Rd., Grosvenor Place, Park Lane, Chelsea Embankment, Cheyne Walk, Edith Grove, Redclife Gardens, Earls Court Road, Pembroke Road, Old Brompton, Warwick Gardens, Addison Road, Holland Road, West Cross Route, Westway A40, Eastbourne Terace, Praed Street, Old Marylebone Road, Edgware Rd and the areas of Bayswater, Notting Hill, North & South Kensington, High Street Kensington, Knightsbridge, Chelsea, Belgravis and Pimlico.  There is no charge for using the Inner Ring Road itself.

Operation & Budget Responsibilities - The fee should be quoted if the customer is renting in London, particularly in the Zone area (see above) or indicates that he/she will be visiting London. A network of fixed & mobile cameras will photograph registration plates & compare them to a database of vehicles for which permits have been purchased. 

Customer Responsibilities - Customer must purchase permits for additional rental days. Customer will be liable for any penalties. There are over 200 locations within the zone which will accept payment (gas stations, post offices, convenience stores & machines in car parks). Customer has until 2200 on the day of travel to pay. Charge increases to 10 UKL between 2200-midnight. If a vehicle is unavailable for collection or cannot be accepted on delivery, additional permit charges will be charged to the rental agreement.

Rental Qualification Policy

 How old do I need to be to rent a vehicle?
To drive our vehicles, you and all of your drivers need to be at least 23 years old and have held a full, valid driving licence for at least 1 year at the start of your rental for cars and 2 years for vans. In Northern Ireland, you must hold a full, valid licence for at least 3 years. A higher minimum age limit may apply to certain vehicles.

How do I know if there are minimum age restrictions on my rental?

When you book, you will be told if there are any minimum age restrictions for the vehicle you request. If you are not sure, please check your booking confirmation email or call the reservation team.

 I'm under 25, do I need to pay a young driver surcharge?

If you or any of your drivers are under 25 when you pick up the vehicle, you will each have to pay a young driver surcharge. The cost for this will be £40.00 per day.

If you rent the vehicle for more than 10 days, you will be charged for a maximum of 10 days and get cover for the duration of your rental, up to 28 days.

Are there any maximum age restrictions?

Some of our locations have a maximum age restriction on their insurance policy. Anyone over the age of 75 you will need to contact us to make your booking. The maximum age limit in Jersey is 80 years old. In the Shetlands and Isle of Man the maximum age is 78.

I'm over 75, do I need to provide extra information or pay a senior driver surcharge?

If you or any of your drivers are over 75 on the day you return the vehicle, you will need to advise us prior to pickup up your vehicle. At some locations, we will seek approval to rent from our insurer.

In Northern Ireland, for any customers that are aged 75 years and over, we would require the following:

  • Confirmation that you drive on a regular basis
  • Provision of a letter from your insurance company to confirm that you have an up-to-date insurance policy, and have not had any accidents in the past 5 years
  • Provision of a letter from your doctor confirming that you are in good health and fit to drive and
  • A driving assessment carried out in terms of your Budget rental agreement by a member of our staff sitting with you in the vehicle.

 

 


Fuel Policy

Fuel and hybrid vehicles

Should I bring the vehicle back with a full tank of fuel?
Yes if you are renting within the UK Mainland. The vehicle will normally be supplied with a full tank of fuel. You must return it to us with the same amount of fuel it had in it when you picked it up - usually a full tank - as shown on the factory-installed fuel gauge. We recommend you fill up as close to the return location as you can on the return date, and keep the receipt to show us. If you don't return the vehicle with a full tank - and you can't show us a receipt for fuel - we will charge you.

In Jersey, Guernsey and the Isle of Man we have different requirements regarding fuel. In Jersey and Guernsey, you must return the vehicle to us with the same amount of fuel it had in it when you picked it up, which is usually a quarter full tank. In the Isle of Man, the vehicle will usually be provided with sufficient fuel to reach a fuelling station, you should return the vehicle with an similar amount of fuel in the tank. We will charge you where the fuel tank of the vehicle, as shown on the factory-installed fuel gauge, is less than these amounts.

Fuel Options

I plan to travel more than 75 miles and want peace of mind; do you have a fuel option for me?
Yes, with Fuel Up Front you pay for a full tank of fuel, based on the manufacturer's stated fuel tank capacity for your vehicle plus our costs of refuelling the vehicle for you. Then you just return the vehicle with whatever's left in the tank (even if it's virtually empty) so long as the engine still runs.

How do I calculate the cost of Fuel Up Front?
Fuel Up Front is charged at the average fuel price for the UK at the start of your rental period as stated on this EU fuel index: http://ec.europa.eu/energy/observatory/oil/bulletin_en.htm. However, you don't get a refund for any fuel you don't use.

Can I get Fuel up Front at any time?
No, if you want to take advantage of Fuel Up Front, you must ask for it during the booking process or when you pick up the vehicle.

I plan to travel less than 76 miles; do I still need to fill up?
Yes, often the fuel gauges still looks "full", so we ask you to fill up the tank near the return location and show us a copy of the receipt.  If you don't have time to fill up the tank, or can't show us a receipt, we will apply EZ Fuel to cover our costs of refuelling the vehicle for you. 

How much is EZ Fuel?
Depending on where you're renting, you pay a fixed fee of between £14.40 and £16.70 

What are my options if I don't return the vehicle full and haven't bought Fuel up Front?
Pay on Return will apply if you have driven more than 75 miles and:

  • Don't buy fuel up front
  • Don't return the vehicle with a full tank

How do I calculate the cost of Pay on Return?
You pay for fuel based on the factory-installed fuel gauge rounded down to the nearest eighth (1/8) of a tank. This is based on the manufacturer¿s stated fuel tank capacity.

We charge between 1.5 and three times the average fuel price at the end of the rental period for the United Kingdom as stated on this EU fuel index. The price per litre will be stated on your rental agreement. .This charge covers our cost of driving to the nearest petrol station at short notice, and potentially delaying the next customer's rental.

Electric Vehicles


How much battery charge should I return an electric vehicle with?
You must return the vehicle with at least a 70% battery charge, or the same % battery charge as it had at time of pick up.

What am I charged if I fail to return an electric vehicle with the required 70% battery charge, or the same % battery charge as it had at time of pick up?

We charge a fixed amount dependent on the battery life showing on the factory-installed battery gauge. This is the Pay on Return rate. The amounts charged are set below:

One Way Rentals

Can I pick up the vehicle from one rental location and return it to another?
Yes, some rental locations let you collect the vehicle and any optional extras from one rental location and return them to another.

How much is the One Way fee?
The price depends on the rental location. If you want to pick up the vehicle and return it to a different location in the same country, you can expect it to be between £20.00 and £70.00. If you want to pick up the vehicle in the UK Mainland and drop it off in another country, you can expect it to be between £700 and £4,000.

How do I get a One Way rental?
You can request a one-way rental when you book, or you can ask for it when you get to the rental location.
If you asked for a one-way rental when you booked, the fee will be included in your rental price.

How much will it cost if I did not request a One Way rental but return the vehicle to a different location?
You will be charged a one-way fee at the pay at location prices available on the day you return the vehicle.
