Terms and Conditions

Prepay Rules
  • Retain your reservation confirmation number as it is necessary for modification, cancellation or no-show refund requests. Changes to your prepay reservation must be made either on Budget.com, Budget.com.au or Budget.co.nz or at the rental counter. At time of change, current rates, taxes and fees apply.
  • Your credit or debit card will be charged upon reservation confirmation. Method of prepayment toward your rental may not be changed after confirmation.
  • Debit cards are not accepted at some Budget locations and are not a recommended form of prepayment.
  • While a debit or prepaid charge card is an acceptable form of rental prepayment online, they may not be accepted for the credit hold required when you pick up your vehicle.
  • Please review the terms and conditions on our confirmation page regarding credit or debit card acceptance at the location. To release the vehicle to you at time of pick-up, all rental terms and conditions must be met, regardless of your original prepayment.
  • Prepaid Debit/Gift cards are not acceptable methods of credit identification to pick up a vehicle at any location. One of the above mentioned cards must be presented. Prepaid Debit/Gift cards are accepted at time of return only.
  • The same credit or debit card used to complete an online Pay Now reservation must be presented at the rental pick-up counter as a form of identification.
  • Generally, at the time of rental, we'll require an authorization hold on your credit card or debit card. A prepaid charge card is not accepted for this required hold.
  • The card presented at pickup will be the card of record for the rental.
  • If you use a debit card at a location that accepts them, we will perform a credit check to ensure credit worthiness before releasing the vehicle and you must also present a second form of current identification.
  • Prepaid reservations are only offered at participating locations.
  • Upon paying your rental with a Debit Card, Budget will generally request an authorization hold against your account for the estimated charges of the rental but reserves the right in its sole, discretion, to request extra value based on certain factors as we deem appropriate. Some exceptions may apply. THESE FUNDS WILL NOT BE AVAILABLE FOR YOUR USE.
  • If you selected Fuel Service Option, fuel price isn't included in your reservation total, but prevailing market rate will be added when you return your vehicle .
  • Budget accepts most major credit cards as credit identification at the time of rental. Accepted credit cards: Budget Charge Card, American Express, AT&T Capital, Diner's Club Intl, Discover, China Union Pay, GE Capital, JCB, MasterCard, PHH, Sears and Visa. Some locations may not accept each of the referenced cards.
  • Coupons may be applied to prepay rentals. Vouchers or Budget rental certificates cannot be used in conjunction with a prepay reservation.
  • Gift Cards (Budget or any other) are not allowed on prepay reservations.
  • When the rental is over, we will process the reversal but the bank may take time to post it back to the account - unless you already paid toward your rental, in which case the hold will be only $100 USD. While this hold is in place, the funds will not be available for your use.
  • Budget is not responsible for any returned checks or overdrafts based on this policy.
  • Your quoted rental rate is based on the exact parameters (locations, dates, etc.) of your particular rental - changing your confirmed reservation parameters could result in a different rate.
  • There is no fee for making the following changes: vehicle type, options (GPS, protections, etc.), rental period dates/times, adding other drivers, switching between participating prepay pick-up locations within the same country. To change to a non-participating location or one outside of the original pick-up country, you must cancel your original reservation (with applicable cancellation fee) and re-book at then current rates.
  • Non-permissible changes include: method of prepayment; name on reservation; changing your pick-up to a non-participating prepay location or one outside of the original pick-up country. If you still wish to make these changes, you must cancel your original prepay reservation with applicable cancellation fee and re-book at then current rates.
  • At time of rental pick-up, location rental qualification rules apply. The name on all rental credentials (license and credit or debit card) must match the name on the reservation. If the names do not match, it is deemed a non-permissible change to your prepay reservation and must follow procedures to cancel and re-book at then current rates (with applicable cancellation or no-show fees).
  • At the time of pick up, driver must present a valid driver's license and credit card (or debit card at participating locations) in the driver's name. A prepaid charge card is not an acceptable credential. All drivers must have a safe driving record.
  • At time of pick up, driver must present a valid, drivers license and credit or debit card in the driver's name. If the drivers license is not U.S.-issued, you must present your drivers license and either a passport or a Canadian enhanced license in the driver's name.
  • At the time of rental, the renter or authorized driver may be subject to an electronic DMV check from the issuing state of the driver's license, or may be asked to sign a declaration attesting to specific criteria.
  • Positive identification in addition to your driver's license may be required.
  • Your total rental rate is calculated based on the information provided at time of reservation.
  • Vehicles are rented on a daily (24-hour) basis. There is a 29-minute grace period for returns. After 30 minutes late, a 3/4-day late charge + $.01 + taxes apply. After 90 minutes late, full-day late charges + taxes apply. There is no grace period for rental fees, surcharges and optional equipment or protections charges, so full-day late charges will apply for these items.
  • Extensions or late returns result in additional charges.
  • Rather than requiring customers to be 25 to rent, Budget now rents to customers between the ages of 21-24 with a valid credit card and driver's license. At time of rental, we will automatically apply an additional underage surcharge for these drivers.
  • The collection, use and retention of your information, including your personally identifiable information, provided to us in connection with payment for our services and products, or participation in our programs, whether directly by you or on your behalf through a payment service, is subject to our Privacy Notice.

Cancellation Policy

  • Changes to a reservation must be done at Budget.com, Budget.com.au, or Budget.co.nz using the "Modify/Cancel" option.  Any changes to the reservation may impact the rental charges.  If a prepaid reservation is cancelled more than 24 hours before the pickup time, a $50.00 USD cancellation fee will be assessed.
  • If you need to cancel during the 24 hour period prior to the scheduled pick-up time, we will refund the full prepaid amount less a $150 USD processing fee. 
  • If you do not cancel the reservation prior to the time of pick-up and the rental vehicle is not picked up on the rental date, no portion of the prepaid amount will be refunded.
  • If you return the vehicle before the original return date (early return), you will not be refunded any portion of the payment.
  • All refund requests must be submitted within six months of the scheduled rental pick up date. No refunds will be granted after this six month window.
  • Underpayments will be handled at the counter at time of rental return. Unfortunately, we can't promise that your prepaid daily vehicle rate will apply if you change vehicle types, lengthen or shorten your rental period or change your pick up location.
  • Upon returning the vehicle, Budget will process a release of the unused portion of the hold subject to your bank's procedure. This hold may take up to two weeks to be released by your bank.
  • If you have already paid toward your rental using a debit card, we will reverse any hold when the rental is over. The bank, however, may take time to post it back to your account. While this hold is in place, the funds will not be available for your use.

Optional Coverages

In most cases, Collision Damage Waiver (CDW) is provided with the vehicle as standard. If CDW is not taken/included, depending on car group rented, customer is liable an amount ranging between 22,500.00 HRK and 37,500.00 HRK. Purchase of CDW reduces liability to an amount between 1,125.00 HRK and 5,375.00 HRK depending on car group rented in the event of an accident to the Budget vehicle.

In most cases, Theft Protection (TP) is provided with the vehicle as standard. If TP is not taken/included, depending on car group rented, customer is liable an amount ranging between
22,500.00 HRK and 37,500.00 HRK. Purchase of TP reduces liability to an amount between 1,125.00 HRK and 5,375.00 HRK depending on car group rented for theft of parts or all Budget vehicle. 

Note:  If you require additional insurance coverage you may purchase locally to reduce/remove the insurance excess.  Just ask at the Budget rental desk when you collect your car.

Global insurance coverages are always subject to change. Please verify at time of rental.


Credit Card Policies

A major credit card in the name of the primary driver must be produced at the time of rental.  This location accepts Budget Charge Cards, American Express, Mastercard, Visa.

We do not accept Visa Electron cards, Maestro cards, V-Pay cards, Cirrus cards, JCB cards or any other cards not listed above. Prepaid cards can only be used for making payments at the end of your rental.


Debit Card Policies

 Debit cards are accepted only if the debit card can be used for pre-authorisation before we release the vehicle to you.


Drivers License

Do I need to bring my driving license with me?

Yes. All drivers must bring all parts of their valid driving license with them. The driving license documents must be valid for driving the rented vehicle in Croatia.

Is there a minimum length I must have held my license for?
Driver/renter must possess a driving license for at least one year.

Additional Driver Policy

Can I let anyone else drive?
Yes, but only if we have approved them. You may not let anyone drive the vehicle who hasn't been approved by us. This shall not apply if, through no fault of your own, you are unable to drive the vehicle and the vehicle must be driven to prevent an imminent danger (e.g., if you're in a medical emergency and you need to be taken to the hospital). We charge a fee for every Additional Driver we allow to drive the vehicle in amount of 9.00 EUR per day, 50.00 EUR per week, 90.00 EUR maximum. All costs are taxable.

Do you offer a 'meet and greet' service?

No, unfortunately we are unable to offer a 'meet and greet' service in Croatia

Can I pick up the vehicle outside your normal opening hours?
Yes, some rental locations offer an out of hours pick-up service where you can collect the vehicle and any optional extras outside the rental location's normal opening hours.
The out of hours pick up fee is 40.00 EUR (taxable).


Age Requirements

To drive our vehicles, all drivers need to be at least 21 years old and have held a full, valid driving licence for at least 1 year at the start of your rental. If you or any of your drivers are under 24 when you pick up the vehicle, you will each have to pay a young driver surcharge. To rent vehicles of vehicle category H, J, M, N, L minimum age is 24 years old.
No maximum renting age restrictions apply. Senior driver surcharges are not applicable.


Estimated Totals

Estimated total includes base rate, taxes, and surcharges. Items such as coupon discounts, child safety seats and gas are NOT included in the estimated total. Optional coverages and one-way fees are subject to tax in certain locations. This tax is not reflected in the Estimated Total.

Estimated total is subject to change based upon exchange rates at the time of rental.

Fuel Options
How do I calculate the cost of Fuel Up Front?

There is option of Fuel Up Front - you pay a one-off fee. This fee includes the cost of a full tank of fuel, plus the cost of us refueling the vehicle for you. You may also call us to ask about the price. We will not reimburse you for non-used fuel unless you return the vehicle with a full tank. In this case we will refund the Fuel Up Front charge.

Can I get  Fuel Up Front at any time?

No, if you want to take Fuel Up Front, you must ask for it during the booking process or when you pick up the vehicle.

What are my options if I don't return the vehicle full and haven't bought Fuel up Front?

Pay on Return will apply if you:

How do I calculate the cost of Pay on Return?

You pay for fuel based on the factory-installed fuel gauge. We calculate the price by rounding down the fuel level to the nearest eighth (1/8) of a tank. We charge market price per litre of missing fuel plus tax plus refueling charge in amount of 48.00 Euro.

Yes, you must bring:

  • Photo ID featuring a recognisable photo taken in the last 10 years. We will accept your passport or driving licence if it contains a photo, a national identity card or any other form of government-issued identification.

Other requirements Will I need to give a pre-authorisation or pay a security deposit?
Yes, you must give us a pre-authorisation on your credit card before we release the vehicle to you. A pre-authorisation holds money in your account. For customers who are only taking the basic collision damage waiver but not the additional option to reduce the excess at the time of rental, we will take authorisation for the excess amount (this varies based on the size of the vehicle from 1125.00 to 5375.00 EUR) from the customers credit card.
What do I need to do to give a pre-authorisation or security deposit?
You'll need to give us a payment card in your own name that has enough money available on it. You can find more information on the payment cards accepted by us under the "Payment Options" section in this document.

Miscellaneous Information

It is strictly forbidden to smoke in the vehicles. If we believe anyone has smoked in the vehicle during the rental period, a special dry-cleaning charge will apply.
Fines and charges
You are responsible for all fines and charges issued because of you or your additional drivers using the vehicle. Fines and charges could include:

  •  All parking fines or charges
  •   Toll charges
  •   Towing charges
  •   Clamping costs
  •   Traffic fines or charges
  •   Speeding fines
  •   And any other charges or fines

If a fine or charge is sent to us because you have not paid a charge or complied with the law, we will take payment for:
Our administration fee of 42.00 EUR for each fine or charge issued, which will be charged in the currency of the country where the fine occurre

  • Plus, the fine or charge if we must pay it
  • Cleaning fee: If the interior of the vehicle is especially muddy, dirty, stained or smelly, and our standard cleaning procedure will not fix it, you will be charged a Specialist Cleaning Charge in amount of 75.00 EUR.

Are there any roads or zones where I need to pay a fee before I can enter?
Yes, there are toll roads and toll bridges which require you to pay a fee if you wish to use them. If you do not pay these charges before you use such roads or bridges, you will incur a fine, which you will be responsible for paying.

Can I smoke in the vehicle?
No, you are not allowed to smoke in the vehicle.
I have been caught speeding, or I didn’t pay a parking charge; what will I have to pay?
You are responsible for all fines and charges issued as a result of you or your additional drivers using the vehicle. If a fine or charge is sent to us because you haven’t paid a charge or complied with the law, we will take payment for:

Our processing fee of 33.00 EUR (taxable) for every fine or fee that has been issued, and
The fine or charge itself – if we have to pay it
I parked the vehicle at the entrance to a property or in a private parking space without authorisation. Will I be charged for the costs that ensue?Yes, if you parked the vehicle at the entrance to a property or in a private parking space without authorisation and you are charged with trespass by the person affected, you must compensate us the ensuing reasonable costs of proceeding, in addition to a processing fee of 33.00 EUR (taxable).
I’ve left the interior of the vehicle very dirty and made it smell. Will I be charged to clean it?
Yes, if the interior of the vehicle is especially muddy, dirty, stained or has an unpleasant odour, and our standard cleaning procedure cannot deal with this, you will be charged a Specialist Cleaning Charge of 75.00 EUR (taxable).
What happens if I don’t return the incident report form or European accident form?
If you are involved in an accident, or the vehicle, key, accessory, a vehicle document or an extra is damaged, lost or stolen, you must complete a damage report form and in the case of an accident also the European Accident Statement report form correctly and in full and send it to us as soon as possible, but at the latest within seven days.

If you do not send us the damage report form or the European Accident Statement report form within seven days following the accident, loss or theft, a processing fee for our additional work amounting up to 1.400,00 HRK (taxable) will be levied, insofar as you are culpably responsible for the fact that we have not received a properly completed damage/accident report form within seven days. The payment of this processing fee does not, however, indemnify you from the obligation to submit to us the properly completed damage report form or the European Accident Statement report form.


One Way Rentals

Can I pick up the vehicle from one rental location and return it to another?
Yes, some rental locations let you collect the vehicle and any optional extras from one rental location - and return them to another.

How much is the One-Way fee?
The price depends on the rental location. If you want to pick up the vehicle and return it to a different location in the same country, you can expect it to be between 50.00 EUR and 200.00 EUR (taxable). If you want to pick up the vehicle in Croatia and drop it off in another country, you can expect the cost to be between 300.00 and 5000.00 EUR (taxable). The exact price for this will be either shown or disclosed to you before completing your booking and stated on your rental agreement. You may also contact us to ask about the price.
How do I get a One-Way rental?
You can request a one-way rental when you book - or you can ask for it when you get to the rental location. If you asked for a one-way rental when you booked, the fee will be included in your rental price.

How much will it cost if I did not request a One-Way rental but return the vehicle to a different location?
You will be charged a one-way fee at the '‘pay at location' tariff valid on the day you return the vehicle.You may also call us to ask about the price.


Pick Up and Return

Meet late arrival fee may apply. For low season after 21:00 hours and for high season after 22:00 hours. The price for MLA is 40.00 EUR.

The following information is needed when you make your booking for the MLA:

  • Flight number
  • Contact telephone number
  • Credit card details

Out of office hours - return
If the vehicle is returned outside of office hours the driver is liable for damage or theft until the car has been inspected by a member of Budget staff.

If you are late, we will guarantee your rental for 2 hours. After this time your reserved vehicle may be released and rented to another customer.

No, regrettably, we do not currently offer adapted vehicles.

No, regrettably, we do not currently offer hand controls or panoramic mirrors at this time.
Popular optional extras to rent
I have small children, do you offer child seats?
Yes, we offer baby, child and boosters seats. A baby seat is typically suitable for a child from birth to 12 months old and weighing no more than 13 kilos. An infant seat is typically suitable for a child aged 9 months to 4 years old and weighing between 9 and 18 kilos. A child seat is typically suitable for a child aged 4 to 11 years old and weighing between 15 and 36 kilos. A booster seat is typically suitable for a child aged 8 to 11 years old and weighing between 20 and 45 kilos. If you would like further information, please contact our Reservations team or a site employee.
Please remember that it is always your responsibility to check whether the seat is fitted correctly before you drive away.
How much are your child seats?

If the seat is damaged, lost or stolen, you are responsible for the cost of the replacement, unless you were not culpable for the damage, loss or theft and/or it was not due to your fault or to that of your passengers or additional drivers.
I'm not familiar with the area; can I rent a GPS (satellite navigation system)?
Yes, the fee for renting a GPS is 13
.00 EUR per day (taxable). If the GPS device is damaged, lost or stolen, you are responsible for the cost of the replacement, unless you were not culpable for the damage, loss or theft and/or it was not due to your fault or to that of your passengers or additional drivers.
I want to be able to access the internet anywhere I go, do you offer a solution?
Yes, we offer Mobile Wi-Fi devices. Please note: the device can be only used on territory of Croatia. The fee for renting WiFi device is
9.00 EUR per day (taxable). If the mobile Wi-Fi device is damaged, lost or stolen, you are responsible for the cost of the replacement, unless you were not culpable for the damage, loss or theft and/or it was not due to your fault or to that of your passengers or additional drivers. If the SIM card or an accessory part of the mobile Wi-Fi device is damaged, lost or stolen, you are responsible for the cost of the replacement, unless you were not culpable for the damage, loss or theft and/or it was not due to your fault or to that of your passengers or additional drivers.


Travel Into Other Countries

For travelling outside Croatia special conditions apply. The entry into some countries with an Budget vehicle is not allowed. You are not allowed to use the vehicle in Albania, Bulgaria, Georgia, FYR, Macedonia, Kosovo, Turkey, Greece, Russia, Ukraine, Romania, Moldavia, Belarus, Lithuania, Latvia. It is allowed to travel to Bosnia and Herzegovina, Serbia and Montenegro, however there is mandatory charge in amount of 66.40 EUR (taxable) for Cross border insurance. Cross border insurance is insurance for countries which are not part of EU and are considered higher risk countries. Costs for roads with tolls, tolls for bridges, vignettes etc. are entirely your responsibility. if you do not pay these charges before use such roads or bridges, you will be charged a fine.
