Why should I rent a car with Budget through the USAA program?

When you rent with Budget, you receive discounts and coupons reserved especially for USAA customers, in addition to special benefits and protections.

Coverage benefits apply when:

  • The USAA/Budget Customer Discount (BCD) Number is included in the reservation.
  • The USAA customer has rented a vehicle from a participating location in the United States.
  • The Terms and Conditions of the rental agreement are not violated.

What is the minimum rental age?

Rentals are available to USAA customers 21 and older at participating locations in the contiguous United States, District of Columbia and Hawaii. Renting with the USAA program means that customers 21 - 24 years of age are exempt from any underage surcharges that normally apply.

What is the USAA/Budget Customer Discount (BCD) Number?

USAA customers should use Budget Customer Discount (BCD) Number Y126500 (telephone), Y126501 (online) or Y126506 (mobile) with each reservation to ensure maximum benefits are received.

At the time of rental, you may be asked to present your USAA card.

If you are a Budget Fastbreak member, your USAA number will be included in your profile, and you will not be required to stop at the rental counter for future rentals.

How do I reserve a car and get the USAA benefits?

You can make reservations via telephone or online. Call the Budget toll-free number at 1-800-824-6289 to speak to a dedicated Budget representative and use BCD# Y126500. You can also enjoy the ease of reserving a car online using BCD# Y126501 or on your mobile device using BCD# Y126506, which will automatically be entered in your online reservation.

Do I need to make an advance reservation to get the USAA discount?

No, it is not necessary to make your reservations in advance to secure the USAA discount, but Budget recommends calling at least 24 hours before you arrive to ensure availability. Please note that some promotions require 24 hour advance reservation.

Can I use a coupon and my USAA discount?

Yes, you can use a coupon and your USAA Budget Customer Discount (BCD) number to save even more! Coupons are always available on the Budget/USAA website, and are updated frequently, so visit often to see all of the latest offers.

Will I be charged extra mileage fees?

Free Unlimited Mileage is available on most vehicles at participating locations in the U.S. where the vehicle is picked up and dropped off at the same location and the USAA BCD number is included in the reservation.

Mileage fees do apply on some one-way rentals. There may be mileage caps on some Specialty Cars in the U. S. Specialty cars include the following vehicle types: Convertible, Sport Utility, Minivan, Premium, Premium, Sport Utility, 12-Passenger Van, Luxury and Luxury Sport Utility.

Will I be charged one-way fees?

There are no one-way fees on authorized vehicles provided both the vehicle and pick-up and return locations are identified on the rental agreement as participating and approved for one-way travel in the U.S. If you don't see mention of "unlimited mileage" on the rental agreement, a drop off and/or per-mile charge may apply on certain one-way rentals.

I want to list my spouse/life partner as an "additional driver" on the rental. Will I incur an additional driver fee?

There is no additional driver fee for the spouse/life partner of a USAA customer OR one additional USAA customer for a rental at participating locations in the U.S. The additional driver must meet the Budget minimum age requirement, present a valid driver’s license and a Budget honored charge card at the time of rental.

I participate in frequency/mileage point programs with travel partners. Can I use my USAA discount and continue to collect points?

Yes, frequent traveler mileage/credit applies at corporate and participating licensee locations in the U.S. To earn airline miles, points or credits, just provide your frequent flyer number at the rental counter before picking up your car at participating locations. Do I have to refuel my car before returning it?

Budget offers several fuel service options when returning your vehicle. Learn more about the programs that are available to you.

Suppose I'm in an accident in the U.S. and my vehicle sustains damage. What benefits do USAA customers receive?

First, contact the local police to complete an accident report, then immediately contact the U.S. location from which the car was rented. You can find location phone information on the front or back of your rental agreement. If the U.S. rental location is closed, call Budget 24-hour roadside assistance toll-free at 800-354-2847.

If the terms of the rental agreement are not violated and the vehicle is rented at a participating location in the contiguous United States, the following benefits will apply:

In the event of damage to a rental vehicle, the renter's liability for damage to the rental vehicle is limited to the first $5,000 of damage without purchase of a Loss Damage Waiver (LDW).

Budget provides primary liability coverage of $25/$50/$10: $25,000 bodily injury coverage or death per person, to a maximum of $50,000 bodily injury or death for any one accident, and $10,000 property damage for each accident.

The liability that will apply to a rental will be whichever is higher, the $25/$50/$10 (listed above) or the state limits.

Budget waives collection of Loss of Use fees. If a vehicle is involved in an accident, the renter is typically responsible for paying for the days their rental vehicle is "out of service". Budget has waived the right to collect these fees for USAA customers renting under the USAA program.

Budget waives collection of Administrative fees. If a vehicle is involved in an accident, the renter is typically responsible for paying a claim processing charge. Most insurance companies do not pay these fees, leaving the renter responsible for payment. Budget has waived the right to collect these fees for USAA customers renting under the USAA program.

Budget waives collection of Diminutions of Value costs. If a vehicle is involved in an accident, the renter is typically responsible for paying for the diminution of vehicle value as caused by the accident. Budget has waived the right to collect these fees for USAA customers renting under the USAA program.

How does a budget.com prepaid rental work?

A reservation payment on budget.com is a real-time transaction - the credit or debit card you use is immediately authorized and charged when you confirm your desire to prepay. The method of prepayment cannot be changed after reservation confirmation.

  • When you pick up your prepaid rental, all rental credentials required by the Budget location must be presented, and the name on those credentials must exactly match the name on the reservation. At a minimum, a valid driver's license and major credit or debit card in the driver's name is required.
  • Regardless of form of payment used at time of reservation, the Budget rental location’s credit and debit card hold rules will apply. While debit cards are an acceptable form of rental prepayment online, they may not always be accepted as payment for the credit hold required when you pick up your car. The card presented for the hold at pick up will be the card of record for the rental.
  • For security reasons, if you are unable to satisfy the credential or hold requirements at the location when you pick up your car, a new reservation must be made at the prevailing rate and you must request a refund for the original prepaid reservation on budget.com. A $50 processing fee will apply.
  • Read the terms and conditions in the online reservation process for debit card rules and hold amounts at your rental location.

Can I make changes to my Prepaid Reservation?

Reservation details that may not be changed include method of prepayment, name on the reservation, and some changes to rental location. All other changes must be made via budget.com or at the counter when you pick up your rental. If your changes affect the total rate for the rental, the prepayment amount will not change. Underpayments will be handled at the counter at time of rental return, and overpayments will be refunded after the rental agreement is closed. Unfortunately, we can't promise that your prepaid daily car rate will apply if you lengthen or shorten your rental period.

Some Budget locations are not corporate-operated and do not have the ability to process prepaid reservations. For this reason, if you need to modify your reservation to change your rental location, the new rental location must be a corporate-operated location in the same country as the original rental. If you choose to modify your pick-up and/or return to a location in a different country or to one that can't process prepaid rentals, doing so will require cancellation of the original reservation along with a cancellation fee and re-booking of a new reservation at a new rate. Find out if your location is corporate-operated.

How do I cancel a Prepaid Reservation?

Before your rental pick-up time, you may cancel and request a refund online by entering your reservation number and last name into the appropriate fields when you view your reservation details on budget.com. Once the reservation is displayed, click the “cancel and request a refund” button and continue through the process to submit. We will review your request and credit you within approximately seven business days. Credits will be applied to the same card with which you prepaid. You will incur a $10 processing fee if you choose to cancel a prepaid reservation before the rental.

If you don't cancel online before your rental pick-up time, you may go online and request a refund when you view your reservation details on budget.com. Once the reservation is displayed, click the “cancel and request a refund” button and continue through the process to submit the refund request. We will review the refund request and, if applicable, credit you within seven business days. Credits will be applied to the same card with which you prepaid. Requests for no-show refunds may be submitted up to six months after the rental pick-up date. If you request a refund for a no-show rental, you will be refunded the entire amount of the prepayment less a $50 processing fee.

What credit cards does Budget accept for payment?

The following credit cards may be used to pay for a Budget rental: American Express, Budget Charge Card, Budget International, Carte Blanche, Diners Club International, Discover, JCB/Japan Card, MasterCard, Optima, PHH, and Visa.

Can I pay for a rental with a debit card ?

Most U.S. locations accept bank debit cards with the Visa or MasterCard logo as credit identification at the time of rental if you are at least 25 years of age. Canada locations do not accept bank debit cards as a form of credit identification. In most cases, U.S. locations will perform a credit check for debit card renters to determine credit worthiness at the time of rental. The renter must meet Budget' minimum criteria in order to rent.  Please refer to your reservation confirmation for location specific policies.

Budget reserves the right, in its sole discretion, to seek a debit card authorization hold in excess of the estimated rental charges. When using a debit card at Budget, there may be a minimum hold of $500 and a maximum hold of the estimated rental charges will be placed on your account. Upon returning the vehicle, Budget will process a release of the unused portion of the hold subject to your bank's procedures. The hold may take up to 2 weeks to be released by your bank.

>If you fail to return the vehicle as agreed, Budget will obtain additional authorizations from your account to cover the rental charges. Budget is not responsible for any returned checks or over-drafts based on this policy. This policy applies to both U.S. residents and foreign renters. Positive identification in addition to your driver's license may be required.

>Prepaid debit/gift cards are not acceptable methods of credit identification to pick up a car at any location. One of the above mentioned cards must be presented. Prepaid debit/gift cards are accepted at time of return only.

I need to rent a vehicle outside the United States. Do my USAA benefits apply to international rentals?

No, the aforementioned benefits do not apply to international rentals.

Are there any special USAA rates for international car rentals?

USAA customers can receive up to 25% off at participating locations when renting outside the U. S. Enjoy savings at Budget locations in Canada, Western Europe, Africa, the Middle East, Asia and the Pacific, Latin America and the Caribbean (including Puerto Rico and Virgin Islands). Discounts apply to normal Time and Mileage rates and vary with the country and location in which you rent.

Are there any coverage provisions for international rentals?

There are no enhanced coverage provisions for international rentals. Coverage requirements vary by country. To ensure that you are covered, Budget suggests that you verify your personal coverage with your provider to determine if it is valid when renting a vehicle internationally. If it is not valid, or you do not have personal coverage, you can purchase the desired level of protection at the Budget Rental Counter when picking up your vehicle.
